just had fork cut.

Hi I just built a bike up and the boys at the shop helped me get a fit on the bike with the stem. There were about 3 or 4 spacers at the top so they said they could cut the fork down a bit. When I got the bike back there were 2 spacers at the top of stem and 1 at the bottom. I wanted to put a smaller spacer at the bottom so I took the top cap off and was shocked to see that the top 2 spacers had zero steer tub in them . Is that safe to have spacers and no steer tub or did they f up?
