Spacers go on almost last.

After the fork is put through the frame head tube, after the heatset top is on, put on the spacers before putting on the stem, then head cap. If it is a threaded fork, put them on before the locknut which goes at the top.

Installing Spacers on Fork

You re-install the spacers in the reverse order of when you took them off in step 3.

So the spacer that was on the bottom should be on the bottom still when you re-install them.

In Step 3 when you take the spacers it says "remember what order and orientation they came off in". This is because you install them as they were originally.
